Depends on what kind of electrical items you are talking about. The FAA will allow pretty much all of them now, but you may need to show security that it works. Really the only restriction that they still have in place is the amount of liquids/gels that you can take on board with you.

no food or liquid unless it is medication. electronics are allowed duh business people dont travel without their laptops. but make sure the device is readily available for inspection (meaning dont bury it in all kinds of other crap)
Always pack your electrical items. As for things in your hand luggage it depends on the airline but no sharp objects these must all be in your case no un opened liquids give your airline a call a day or so before you fly to check
