This depends what type of leather it is. If the ink has soaked into the leather then there is nothing that will bring it out and using hairspray etc will only make matters worse.
Handbags should always be treated with leather protector so that if this kind of thing happens it will be much easier to rectify.
Try a good foam leather cleaner and an ink stick if it is on a finished leather (do not use an ink stick on an unfinished leather). If these do not work then it will be a job for a leather technician who may be able to remove it or disguise it.

I don’t know what the marks are but there is defo one birl mark and also something that looks like pink lip crayon rather than lipstick but could be that.
